Average ICE vs. EV Cost
Comparing the average ICE vs. EV starting list price of $21,636 vs. $48,525 the difference is $26,889 before sales taxes. The Saskatchewan PST is 6% and we are ignoring GST for this discussion.
The zEV incentive of $5,000 when applied before sales taxes is $4,505 which lowers the difference to $22,384 before sales taxes.
This cost difference results an extra $1,343 in PST being paid by EVs.
If a road use fee is $150/year then EVs have already paid for it 9 years into the future with the extra PST.
Using this fee with PST added makes it $159/year in which case EVs have already paid for it 8.4 years into the future.
Another way to look at the difference in the ICE vs. EV cost it to compare vehicle models with both options available.
Same Model ICE vs. EV Cost
Comparing the Hyundai Ioniq, Hyundai Kona, Kia Niro, and Kia Soul ICE and EV options the average difference is $19,725.
This cost difference results an extra $1,184 in PST being paid.
If a road use fee is $150/year then EVs have already paid for it 7.9 years into the future with the extra PST.
This fee with PST is $159/year then EVs have already paid for it 7.4 years into the future.
Regardless of the numbers used in these calculations it is undeniable that EVs are already making up for lost fuel tax revenue by paying more PST at purchase.
This ignores reduction in other costs to the province over time such as health care due to the elimination of toxic tailpipe emissions in cities.
Why would it not be fair to give EVs a road use fee waiver for 5 to 6 years because they have already paid an equivalent amount or more at purchase?
